I. JOB OVERVIEW

Job Description Summary:


The Compliance Officer, Research Security will play a key role in ensuring institutional compliance and research community support related to the areas of research security and foreign influence. This will primarily be achieved through assistance with: the development/revision and implementation of related policies and procedures; the creation and/or provision of relevant training/education, advice, and resources to faculty and staff; the development, oversight, and management of, as well as the record-keeping and communication tools associated with, the GW research security and foreign influence compliance programs; and the monitoring of federal laws, rules and regulations that pertain to research security and foreign influence. This position will collaborate with a variety of GW offices, including the Office of General Counsel; International Affairs; Sponsored Projects; Facilities Planning, Construction, and Management; and the Information Technology. It will also work as needed with outside consultants and liaise with the respective government agencies in an effort to aid compliance with all relevant regulations and requirements.

Specifically, the Compliance Officer, Research Security will be expected to:
  • Become familiar with GW's research portfolio. Develop and maintain a program of research security training aligned with National Security Presidential Memorandum 33 (NSPM-33) and other federal requirements, including but not limited to in-person and web-based instruction, training modules, workshops, and related guidance and resources. Ensure research security and foreign influence websites and web-based resources remain up to date. Serve as a resource for the university's research community, including in developing researcher understanding of the parameters of appropriate international collaborations and engagement with foreign entities.
  • Work closely with colleagues in the Office of Research Integrity & Compliance (ORIC) Office of Research Security (ORSEC) team to provide timely guidance on research security matters.
  • Collaborate with key institutional stakeholders and related offices across GW to ensure compliance with regulatory requirements.
  • Provide subject matter expertise in the area of research security.
  • Assist in the development, implementation, and maintenance of effective research security policies and procedures to enhance the university's research security program, including appropriate protocols for research security threat monitoring, incident reporting, and researcher onboarding and exit processes.
  • Attend relevant training sessions conducted by government agencies and non-governmental entities. Monitor and provide analysis of federal regulatory developments that affect the university's research security efforts. Disseminate information to relevant GW offices accordingly.
  • Participate in relevant national organizations and trainings, such as the Council on Government Relations (COGR), the Association of University Export Control Officers (AUECO) and the Academic Security & Counter Exploitation Program (ASCE).
  • Support the university's export control and foreign influence compliance efforts, including assisting with restricted party screening, international travel review, export control classifications, Technology Control Plan development, government agency inquiry responses, and any reviews and reporting of disclosures/information related to conflicts of interest and/or commitment (including those relevant to the university's Policy on Outside Interests, Relationships, and Professional Activities).

Minimum Qualifications:


Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 2 years of relevant professional experience, or, a Master's degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

  • Degree(s) in science/engineering, international affairs, and/or law
  • Service-oriented
  • Experience in academic research, research administration and/or export compliance, especially involving engaging faculty, staff and students in a multi-cultural environment to facilitate compliance with export regulations
  • Experience in conducting risk assessments
  • Knowledge of federal regulations and standards such as those related to EAR and ITAR, NIST 800-53, NIST 800-171, NSPM-33, CMMC, and other relevant regulations
  • Ability to interpret and explain relevant aspects of complex federal regulations, institutional policies, and related guidance
  • Ability to communicate clearly and effectively both verbally and in writing
  • Ability to make effective decisions, problem-solve, handle sensitive or confidential information with discretion, and identify issues that require escalation
  • Excellent written and oral presentation skills, including ability to create compelling presentation materials and give effective presentations
  • Ability to participate in initiatives that require coordination with and the integration of efforts across a variety of internal and external entities
